RIHA is committed to providing more residents more options and more opportunities for affordable housing than
ever before. The revitalization of Rock Island neighborhoods through these and other initiatives will have a
positive long-term impact on the quality of life for the entire community.
RIHA does not support nor advocate the segregation or concentration of low-income families into certain areas
within the community. Instead, RIHA supports the removal of obsolete housing coupled with the creation of new
affordable housing that is dispersed among all of the neighborhoods within the City. The development of affordable
housing that is indistinguishable from market-rate housing in the surrounding area raises the standard of living
for all Rock Island Citizens and reinforces pride among neighbors.
There are two fundamental approaches to the elimination of the public housing developments of the past:

Dispersal. This is accomplished primarily with vouchers. Vouchers can be used for privately owned rental
opportunities or as part of a mortgage payment through RIHA homeownership programs. |

Integration. This strategy combines low- and moderate income families with higher income households in the same
development or the same neighborhood. |
RIHA is committed to pursuing new and creative ways to meet the changing housing needs of the diverse population of Rock Island.
Supportive Housing
Supportive housing is a combination of housing and services that is a cost-effective way to help people live more stable,
productive lives. It is designed to assist those who need it most, an opportunity to transition from their current
circumstances enabling them to live as independently as possible.

Revitalization Through In-Fill Housing
RIHA is focusing on creating healthy vibrant communities for all Rock Island residents. RIHA in-fill housing activities
fill vacant lots and contribute to the revitalization of neighborhoods and positively impact the people living there.
Revitalization initiatives create an infrastructure for families that encourages stable home ownership, supports neighborhood
economic development, and provides a variety of resources for children, youth, and adults.
Strong, economically diverse communities are important ingredients in reducing poverty, eliminating dependence upon welfare
and improving the futures of low-income families. Neighborhood revitalization is based upon the notion that cities can, and
should, be renewed for the sake of their residents. Neighborhood revitalization is more than building housing in a
community - it's about rebuilding lives.



Economic Self-Sufficiency Through Mixed-Income Housing
Mixed-income housing combines low-income and higher-income households in the same development. After decades of using public
housing and other federally subsidized housing developments to shelter low- to moderate-income working families, the Federal
Government is shifting toward deconcentration via the creation of mixed-income communities indistinguishable from market-rate housing.
Mixed-income properties promote safe housing environments and share the theme of upward mobility by providing opportunities
for overcoming barriers to education and employment for low-to moderate-income working families.
