Deconcentration & Mixed-Income

RIHA does not support nor advocate the segregation or concentration of low-income families into certain areas within the community. Instead, RIHA supports the removal of obsolete housing coupled with the creation of new affordable housing that is dispersed among all of the neighborhoods within the City. The development of affordable housing that is indistinguishable from market-rate housing in the surrounding area raises the standard of living for all Rock Island Citizens and reinforces pride among neighbors.

There are two fundamental approaches to the elimination of the public housing developments of the past:
1.  Dispersal. This is accomplished primarily with vouchers. Vouchers can be used for privately owned rental opportunities or as part of a mortgage payment through RIHA homeownership programs.
2.  Integration. This strategy combines low- and moderate income families with higher income households in the same development or the same neighborhood.

New Approach to Housing
RIHA has and will continue to remove obsolete public housing units from its portfolio. As this occurs, the Agency will replace units with alternate affordable housing opportunities for low- and moderate-income families.

New housing will include, but not be limited to, multi-unit and single-family in-fill, mixed-income rental, for-sale and lease-purchase options. This new housing will not in any way resemble the public housing of the past. It will be designed to appeal to a broad-base market serving the diverse population of the City of Rock Island.

Each new structure RIHA has brought to Rock Island has been specifically designed to be indistinguishable from the market-rate housing in the surrounding area. All future developments that RIHA brings to the City will meet those same criteria.
