Rock Island Residents
The creation of affordable housing opportunities through CHS will allow more residents to contribute to the sustainability and
growth of the local economy. Rock Island residents benefit from CHS development activities through the expansion of quality
affordable housing options including the opportunity for qualified households to participate in the American Dream of homeownership.
Families benefit by having newer, modern housing units with energy efficient heating and cooling systems, amenities such as carpeting,
carports/garages and yards, privacy, and the comfort, pride and independence of owning their own home. Mixed-income and in-fill housing
developed by CHS immerses low- and moderate-income residents into smaller neighborhood settings providing an enhanced quality of life.

City of Rock Island
The City of Rock Island benefits from CHS development efforts through the removal of older or obsolete housing and the creation of new
low-density rental units and single-family homes. It benefits from residents transitioning to economic independence and climbing the full
ladder of homeownership. It benefits from the increased number of qualified homeowners and the resulting increased tax-base enabling it
to provide enhanced services for all citizens. By providing more high-quality mixed-income and in-fill affordable housing, CHS is
reinforcing the forward thinking of the City and is actively supporting the City's Consolidated plan, the New Old Chicago Redevelopment
Plan and River Vision Plan. CHS single-family and multi-family development efforts are indistinguishable from housing in the surrounding
neighborhoods. They provide a means for reducing the number of empty lots within the City while enhancing its growing positive reputation
and underscoring the City's potential for attracting people, businesses, and visitors.

Rock Island Housing Authority (RIHA) benefits from CHS development efforts by reducing its dependence on HUD subsidies. It benefits by
eliminating old or obsolete housing whose maintenance drain capital funds. RIHA benefits by becoming the housing of choice rather than
the housing of last resort and providing new opportunities for housing authority residents. It benefits by increasing opportunities for
